Born and raised in Malaysia, Ing Chang was offered a scholarship to pursue his bachelor's at the University of Tsukuba, Japan. He completed his MSc in Political Economy at the University of Konstanz, Germany. Ing Chang specialises in data analysis and policy research with a deep interest in topics such as energy transition, carbon markets, and sustainable development policies.
He previously worked as a research assistant for the Max Planck Institute of Animal Behaviour and as a research intern at the Penang Institute. Ing Chang wrote his Master's Thesis on the effect of democratic backsliding and its effect on civil society organisations' access to policymakers in Central and Eastern Europe. A strong believer that one always has a lot to learn from one another, he now supports ASEANcham-EU in strengthening the ties between the two blocs through trade and dialogue.
