The European Parliament on 26 November 2025 have voted simplify and postpone the application dates of the European Union Deforestation Regulation.
Key Dates and Simplification Measures
- Large and Medium Businesses: The new application deadline is expected to be 30 December 2026.
- Small and Micro Businesses (SMEs): The new application deadline is expected to be 30 June 2027.
- Simplification: This delay is accompanied by proposed simplification measures, notably reducing the burden on downstream operators and primary micro/small operators, who may now only be required to submit a one-off simplified declaration.
Note on Final Status: The one-year delay and simplification measures, though endorsed by the European Council and the European Parliament, have not yet been formally adopted into law and published in the Official Journal of the EU. Until this final step is completed, the legally binding application date remains 30 December 2025 for most companies.

The European Commission is reportedly considering a second one-year postponement of the implementation of the EU Deforestation Regulation (EUDR). While no formal legislative proposal has been submitted yet, the intention was communicated by European Commissioner for the Environment, Water Resilience and a Competitive Circular Economy Jessika Roswall during the Agriculture and Fishery Council in Brussels.
The Commissioner cited technical reasons as the sole cause for the potential delay, specifically the insufficient readiness of the required IT infrastructure to handle the high volume of information. The concern is that the system’s current capacity could negatively impact EU firms and the overall supply chain. The Commission also confirmed that the simplification of the EUDR is being actively worked on.
Should this second delay be approved, it would be a welcome development for ASEAN firms, providing them with more time to implement the necessary operational and infrastructural updates for compliance.
